With over 21 years in law enforcement, Bernice has worked with three law enforcement agencies in Los Angeles County. Her Sheriff's Department assignments included custody, patrol training and detective divisions. While currently assigned to the Office of Homeland Security, she continues to educate herself and others across the country on methods of responding, recognizing and reducing abusive behavior. Bernice has received numerous awards for her domestic violence training courses and curricula development, including several POST telecourses.

MIKE
AGNEW

Mike has 30 years experience with the Fresno Police Dept. as a field officer, training officer and investigator. He created the Domestic Violence Unit at the Fresno Police Department in 1996 and is currently assigned there as an Investigator. Mike helped develop several Domestic Violence courses for POST, and instructs throughout California in many capacities. He has created domestic violence training materials and has been an invited speaker for CDAA domestic violence seminars.

ROBERT
AMADOR

Robert Amador has been a San Diego Deputy District Attorney for over twenty five years. He was the project director of the J.U.D.G.E. unit, a multi-agency drug/gang task force, for over thirteen years. He is currently assigned as a law enforcement liaison working with the San Diego Sheriff, CHP and North and East county law enforcement agencies.  Bob also teaches for CDAA in the area of Juvenile law.  He received his law degree from the University of San Diego, a BS in Biological Sciences and a BA in Social Ecology from UC Irvine.

JOHN
ANDERSON

John has an active consulting practice providing litigation support, management assistance and training in both the public and private sectors. John spent the majority of his career with the University of California Police Department, retiring after twenty-five years. He served on the Berkeley, San Francisco and San Diego campuses. John retired as Chief of Police at UCSD and Coordinator of Police Services for the U.C. system-wide administration.

Jim is a Lieutenant with the San Diego Police Department. He has worked with the San Diego Police Department for over 30 years in a number of different assignments, mostly Investigative and Administrative. He currently is the Commanding Officer of the Department’s Emergency Negotiations Team, and the nationally recognized Domestic Violence Unit.

BARON

Judy is a management trainer, professional speaker, nationally certified career consultant, and licensed marriage and family therapist. She earned a B.A. in Speech, a M.S. in Counseling and Ph.D. in Education. Her specialty is conducting training programs, which center around interpersonal communication skills. Judy’s expertise is in career development. She also serves as Assistant Director of the American Online Career Center and teaches at UCSD in their Career Counseling Certificate Program.

BARRON

Rick received his J. D. from Hasting College of Law in 1971. He was a founder and defense counsel a the Bayview-Hunter’s Point Foundation in San Francisco for 5 years , and a law professor at the University of San Diego for 7 years. He has taught courses in criminal law, evidence, and trial advocacy. Currently, he is a senior trail deputy in the Santa Barbara Public Defender’s Office.

MICHELLE
BAYLIS

Michelle is the Communications Training Manager for the Ventura County Sheriff’s Department. She has been involved in training and employee development since 1991. Michelle is a graduate of the year long POST Master Instructor Development Program (MIDP), where she developed a 24-hour course on supervising the dispatch trainer. In addition to developing and presenting training for the dispatchers in her own department, Michelle is also the course coordinator and an instructor for the Ventura College Communications Training Officer course and Basic Dispatcher Academy. She teaches a variety of subjects, including CLETS, Evaluations: Documentation, Presentation and Counseling, Communication Skills, Amber Alert, Radio Procedure and Customer Service/Telephone Techniques.

GEORGE
BEITEY

George Beitey currently serves as the Dean of Public Safety at Miramar College, after retiring as a lieutenant from the San Diego County Sheriff's Department. He oversees the POST Academy as well as all law enforcement, detentions and fire technology courses. He is a graduate of POST's Master Instructor Development Program. His education includes a BA from San Diego State University and an MPA from National University, both in Public Administration. He has been teaching for more than 20 years and specializes in Instructor Development courses.

BOLGER

Cathy Bolger is a dynamic trainer, speaker and author who provides professional and personal development to a wide range of organizations, companies and individuals. Her clients range from healthcare, manufacturing and government to one of the largest accounting firms. Her practical approach to training coupled with her high-energy presentation style make Cathy a respected professional in the training and consulting industry. She has developed and delivered programs in team building, conflict management skills, presentation skills and training in how to conduct productive meetings. She has served in a variety of leadership roles for the American Society for Training and Development, San Diego Chapter.

BOUMAN

Walter Bouman is an international trainer/consultant in areas of emergency response, hate/bias crime prevention and investigation, school safety, bullying prevention programs, hate/bias behavior programs, terrorism, and terrorism in schools. Walt is a graduate of the POST Master Instructor Training Program; his project was the development of a terrorism for investigators training program. During his 33 years of law enforcement experience, he worked as a training sergeant as well as an investigator in the field of domestic terrorism. He has degrees in Police Science and Architectural Technology from East Los Angeles College, as well as a California State Lifetime Teaching Credential for Community Colleges in Police Administration.

LAURAINE BREKKE-
ESPARZA

Lauraine has recently retired from the City of Del Mar, CA where she was the City Manager for 14 years.  Her career began in 1975 after she graduated from the University of Washington with a Master's in Public Administration and accepted her first job with the Seattle City Council as a legislative analyst.  Specializing in budget and finance, she worked as a staff analyst for the City Council, and became their Executive Director in 1978. She was then appointed to be the Director of Executive Administration for King County, Washington with responsibilities for personnel, labor relations, affirmative action, real estate, facilities, elections and information technology.  She held this position for four years until becoming the Assistant City Manager for the City of Ventura. In Ventura, she was in charge of four city departments as well as the development of the city's annual budget and capital improvement program.  With more than 30 years in local government - in cities both large and small - Lauraine brings a wide range of experience to any discussion.

Carey Brooks joined the San Diego Police Department in 1980 and is currently a Lieutenant managing the Operations Support Division. During his career he has worked a variety of assignments, including robbery, narcotics, major event planning, training and SWAT. He has specialized in critical incident management, emergency management, DOC operations, major event/incident planning, the incident command system, terrorism response/ planning and Homeland Security grants. He teaches defensive tactics, use of force, weapons of mass destruction and response to terrorism. He is a graduate of San Diego State University.

Maurice is a management and organization development consultant. In addition to providing services to public and private sector organizations, Maurice has published several articles on counseling skills and creating a motivational climate. Also, as an adjunct faculty member, he has taught graduate and undergraduate courses in psychology and management for National University, Pepperdine University and Chapman College. Alan Caddell is a Commander with the Santa Ana Police Department. He holds a Master of Arts in Education from Pepperdine University and is a graduate of the POST Master Instructor Development Program. A trainer for over 15 years, Alan has extensive experience and expertise in the area of instruction design and technology. Alan has taught advanced PowerPoint and on-line training for POST and other law enforcement presenters and is currently teaching a variety of programs.

CAMPBELL

Judy Campbell is a Supervising Victim Witness Advocate employed by the Riverside County District Attorney’s Office. She has been employed as an advocate for 22 years. Judy has volunteered as a rape crisis counselor for the past 18 years and has served on the Board of Directors of two domestic violence shelter programs. She has worked to develop multi-agency protocols in the areas of child abuse, domestic violence, and elder abuse. Judy has helped to develop and teach criminal justice/victim service training courses for law enforcement, prosecutors, probation officers, corrections, and social service workers

RUDY
CARRILLO

Rudy earned his J. D. from Monterey College of Law in 1987, and has worked with the Fresno County District Attorney’s Office since 1991. During that time, he has been assigned to a variety of positions, including child dependency, general misdemeanor and felony crimes, sexual assault crimes, and the narcotics team. Additionally, Rudy graduated from Sacramento State College, and also spent two years in the United States Army Military Police Corp.

SHIRLEY
CHIN

Shirley is a Supervising Advocate in the San Diego District Attorney Victim Assistance Program. She has a B.A. in Criminal Justice Administration and a Masters in Public Administration. Currently, she supervises the domestic violence unit in the City of San Diego and the South Bay office. She has spent her majority of her professional career working with victims from all types of crimes, from vandalism to homicides. She now works closely with the State Department, FBI, and U.S. Attorney’s office assisting international victims. In addition to teaching for POST, she teaches for the San Diego Miramar Regional Academy, San Diego Probation Officers Academy, and is an adjunct professor at San Diego State University. She serves on many local committees including DVRT and San Diego Family Justice Center. In 2002, she was awarded Crime Victim Advocate of the year in San Diego and was was the recipient of an ICI Excellence in Instruction award.

Jana has been a Communications Supervisor for the City of Riverside since 1991; prior to this she served as a Dispatcher for Riverside Public Safety Communications and the City of Rialto for over 8 years. For 6 years, she was the Training Supervisor, responsible for developing and providing training for all new and continuing employees in Communications. She is a trainer for the department, instructing First Aid/CPR, CLETS, and other topics. Jana is currently assigned as a shift supervisor.

Mike is a management consultant/ trainer. He is also a licensed marriage, family and child therapist in private practice. Mike conducts training in the areas of stress reduction, team building, handling anger and violence, and personal power for government agencies, community service organizations, schools and the private sector throughout the country

Jeff retired from the Huntington Beach Police Dept. after 29 years as a Lieutenant in charge of the Investigation Bureau. He is a POST Master Instructor, is Program Manager for the POST Institute of Criminal Investigation Instructor Development Program and is a consultant and expert witness specializing in Force Issues, Police Practices and related topics. He has taught at the Criminal Justice Training Center at Golden West College for 22 years and also teaches in the ICI Instructor Update Workshop

COULTER

Jaime has been with the Orange County District Attorney’s Office since 1989, and is presently a Senior Deputy District Attorney in charge of the Training Division. He recently completed a 5 year assignment with the Family Protection Unit, prosecuting many Domestic Violence, Child Abuse, and Elder Abuse cases. He holds a J. D. from Pepperdine Law School, and a B.A. in Business from the University of Southern California.

KATIE
CRASK

Katie has been with the Marjaree Mason Center for the last six years as the Crisis Intervention Advocate housed with the Fresno Police Department’s Domestic Violence Unit. Katie graduated California State University Fresno, earning a B.S. in Criminology with an emphasis in Victimology. Since 1998, Katie has trained volunteers for the Fresno County Human Health Services Count to 10 and Know More programs, which is directed at adolescents. Additionally, Katie completed the Reserve Officers’ Academy and served 3 years as a sworn Fresno Police Dept. Reserve Officer

MARTHA
CRAWFORD

Since 1980, Martha has been the Director of the Victim Witness Assistance Division of the Riverside County District Attorney’s Office. She also served as President of the California Victim and Witness Coordinating Council, and on the Victim Services Curriculum Committee for the Office of Criminal Justice Planning. Martha is a subject matter expert for POST on several subjects, including Stalking, Domestic Violence, Sexual Assault, and Child Abuse.

Cindy regularly presents seminars for SDSU Saturday Seminars, San Diego Employer’s Association, The Support Center, and other public and private organizations. Cindy received her Masters and Doctorate from Psychological Studies Institute in Palo Alto, CA.

John is the Records & Communications Manager for the Foster City Police Department. John has over 27 years experience in law enforcement roles such as Explorer, Police Officer, Dispatcher, Dispatch Supervisor and Records & Communications Manager. He has been actively involved in Dispatch, CLETS and Records training since 1988 and is a graduate of the POST Master Instructor Program.

J. DONOHUE, JR.

Philip Donohue recently retired after 36 years in law enforcement. He spent his last 27 years with the California Department of Justice, Bureau of Narcotic Enforcement, where he retired as the Special Agent in Charge of the San Diego Regional Office. In addition to a variety of law enforcement assignments and duties, he has taught numerous investigative, supervisory, management and leadership courses in several academy, college and professional training environments including IACP, CPOA, CNOA, DOJ and the San Diego Regional Training Center. He has had articles on Ethics and other police management topics published in several professional journals and magazines. Phil holds a Bachelor of Science degree in Police Administration from California State University at Los Angeles, and a Masters in Public Administration from Golden Gate University, San Francisco

JOYCE
DUDLEY

Joyce is a senior deputy district attorney specializing in sexual assault, child and elder abuse, hate crimes, and murder. She is also a law professor, statewide lecturer and consultant for the California Deputy District Attorney Association and the Center for Child Protection. Joyce is also a crime novelist her two published novels are: Justice Served and Intoxicating Agent. In addition to her J. D. Joyce has also earned two Master's degrees in education and a BA in psychology.

DULLA

Joe is a Detective with the Los Angeles County Sheriff's Department Commercial Crimes Bureau. He is currently assigned to the Southern California High Tech Task Force's Identity Theft Detail. He has been a Deputy with the Los Angeles County Sheriff's Department for 14 1/2 years. He has worked assignments in Custody Division, Patrol, and Detective Division. As a Patrol Deputy , Joe worked as a field training officer, watch deputy, station jailer, COPS deputy, Detective, Detective Mentor, and Acting Sergeant for his detective team. As a detective, he has investigated Crimes Against Persons and Property, Narcotics, Forgery, Fraud, and Identity Theft. Since May of 1999 he has worked on the Los Angeles County Sheriff's Department Identity Theft Team in tracking the problem and developing and implementing strategies to investigate and combat this crime. He has traveled nationally to research the problem and met with numerous people from the public and private sectors. He is currently a curriculum advisor for the California Commission on Peace Officer Standards and Training (POST) for Identity Theft. He also assisted in the development and teaches in POST's 40-hour course for investigators for Identity Theft. Joe holds both Bachelors and Masters Degrees in Sociology with an emphasis in Community Based Policing

Pete Dunbar joined the Oakland Police Department in 1982, and has worked in the various divisions and sections of the Department. Pete worked his way up through the ranks to the position of Deputy Chief. Pete is currently the Chief in Pleasant Hills. He specializes in Strategic Planning/Management, and currently teaches Strategic Management in the POST Management Course. Pete obtained his Bachelors Degree from California State University at Santa Clara, and his Masters Degree from California State University at San Diego. Pete graduated from the POST Command College in 1996.

Kristine is a Senior Dispatcher at SCCECC (Santa Cruz 911). She serves as an Academy Instructor, Communications Training Officer and works as a Sr. Dispatcher in Operations. She also works in the Support Services Department for all in-service training and EMD call review for her agency. Kristine is a graduate of the Master Instructor Development Program.

BRIAN D.
ERICKSON

Brian is the Head Deputy for the Child Abuse and Domestic Violence Unit for the San Diego City Attorney’s Office. Brian is a former Deputy District Attorney for the Tuolumne County District Attorney’s Office, primarily prosecuting Domestic Violence cases. His 6 years of experience as a prosecutor include Child Abuse, Domestic Violence, and Elder Abuse case loads. Additionally, Brian trains for the San Diego Regional Academy, the California District Attorney’s Association, and the National District Attorney’s Association.

SGT John Falk has been an officer for about 17 years, the last 14 with the Laguna Beach Police Department, where John currently serves as a SGT and Field Crime Scene Investigator. John is a graduate of Class 13 of the Master Instructor Development Program, where he created a course on Identity Theft Investigation for Patrol Officers. This led to being invited to participate with the last stages of the curriculum development of the ICI Identity Theft Investigation Course. John currently teaches the Community Resources/Patrol Training block of the ICI course

DELPHINE
FISK

Delphine has worked in Law Enforcement Records since 1975.  She has been a Police Records Supervisor for the Santa Ana Police Department and the Ventura Police Department.  Currently, she is the Police Records Manager for Carlsbad Police Department; a position she has held since 1996.  In addition to overseeing the operation of the Records Section, she has been the ACC for all three agencies, teaching CLETS and various computer systems to users.  Delphine has participated in various Department of Justice advisory boards and assisted POST on the development of the current Records Management Guide.   She has chaired numerous CLEARS seminars and serves on the Executive Board of the California Law Enforcement Association of Record Supervisors.

DARIN
FOTHERINGHAM

Darin is a Lieutenant with the Santa Barbara County Sheriff’s Department, where he has worked since 1989 in a variety of assignments including Patrol, DARE Officer, Sexual Assault Detective, Administrative Investigative Team Investigator, and Supervisor of Sheriff/Coroner’s Investigators. Darin is a Sexual Assault Response Team member, and actively involved in Sexual Assault Investigation training. He is a founding member of the Santa Barbara Rape Crisis Center Honorary Board.

SUZANNE
FOUCAULT

Suzanne is former Executive Director of the Regional Training Center. She was previously City Manager of Oceanside and has over 20 years experience in city government. She served in various department head and administrative positions with four cities, and in policy and technical assistance positions with the League of California Cities. As a consultant she specializes in team building, strategic planning, conflict management, and training design. She was the 2000 Robert Presley Institute of Criminal Investigation Founder’s Award recipient.

FRASER

Jim is the principal in Fraser and Associates, Inc. His experiences and activities include training development, advanced instructor training, supervisor, management, and executive training, adult learning, presentation procedures, special events planning and training, emergency and critical incident management, antiterrorism, security and contingency planning, and crisis management. He specializes in the training of law enforcement personnel in these various disciplines. He was the contract developer for and facilitates the Master Instructor Development Training Program and Institute of Criminal investigation Instructor Update for POST; both programs are adult learning/ experience-based instructor development programs. In 1999 he was selected as an Excellence in Instruction awardee. He was the 2001 Robert Presley Institute of Criminal Investigation Founder’s Award recipient.

WILLIAM
GARVIN

Bill is the former Director of the Employee Relations Section for the Western Region of the U.S. Social Security Administration. Bill has 20 years experience in public sector employee development, labor relations and employee relations. He conducts many highly rated personnel management workshops throughout the state. He is known for his high energy and his practical and effective personnel management systems.

GITTINGS

Beginning in 1977, Rick rose through administrative positions with the City of San Marcos and then moved to become City Manager of King City in 1981. He quickly returned to San Marcos in 1983 where he has served as City Manager since. Simultaneously he rose to the rank of colonel in the Marine Corps Reserve and retired in 1999 after 26 years. Rick holds both a Masters Degree in Public Administration and a Masters Degree in Business Administration. In addition to his teaching for RTC, he has been an Instructor in Public Administration/ Public Finance at San Diego State since 1987

JORDAN
GOLDRICH

Jordan has over 25 years experience providing consultation coaching and training for government, service, professional, retail, manufacturing, and non-profit organizations. As Vice President, Operations, he guided an employee assistance and behavioral health firm through attainment of a California HMO license and an 800% revenue expansion to a multi-million dollar acquisition. A successful senior executive, a trained coach, a licensed counselor and a Certified Employee Assistance Professional, he is able to assist clients in overcoming both the internal and external obstacles to exceptional individual, team and organization performance.

ROBERT
GOMEZ

George retired from the Los Angeles County Sheriff's Department after over 32 years of uninterrupted service. His last 8 years was as a Supervising Sergeant/ Bomb Technician and Arson Investigator. George was also the training coordinator for the L.A.S.D., Arson-Explosives Detail. His other assignments included Homicide Bureau, Narcotics Bureau, Major Crimes Bureau, Internal Criminal Investigations Bureau and Patrol Divisions as a Deputy and as a Sergeant. George has been an ICI Core course Instructor in San Diego and Sacramento and for the Arson and Explosives Specialty Course since 1994. He is a POST certified Instructor and holds a Limited Teaching Credential from UCLA. George is currently under private contract to the Los Angeles County Sheriff's Dept. and Federal Bureau of Investigation as a Teacher-Trainer in the field of Arson and Explosives.

GRAY

Mike Gray recently retired from the Los Angeles County Sheriff’s Department after seventeen years. Mike is a graduate of Class 6 of the Master Instructor Development Program and is the co-facilitator of MIDP classes. Mike is also very active in the instructor development training for ICI instructors and has taken courses in instructor training and development from California State University at Long Beach. Mike is currently the course administrator for the Identity Theft and Hate Crimes classes. He is also the program coordinator for the MIDP.

GREGSON

Gary is a lieutenant and 26 year veteran of the Sacramento Police Dept. His command experiences include Patrol Operation, Internal Affairs, Detectives, Narcotics and Vice Special Investigations. Gary is a graduate of the Federal Bureau of Investigations National Academy and the University of Southern California’s Delinquency Control Institute. He instructs for both the San Diego and Sacramento Regional Training Centers.

GRUELLE

Kit has been an advocate for Domestic Violence and Sexual Assault victims for eighteen years. She has worked in both urban and rural programs, and has also been involved with community-based Domestic Violence and Sexual Assault education programs for a variety of disciplines, including the criminal justice community, health care professionals, and clergy members. She is a POST consultant and subject matter expert for Domestic Violence and Sexual Assault.

HANEY

Bill has facilitated over 100 interest-based negotiations and intervened in many labor-management relationships as an advocate for both management and labor. He worked for more than 15 years with the California State Mediation/Conciliation Service. Bill holds an M.A. in Negotiations/Conflict Management, and is an instructor of Organization Conflict at CSU-Dominguez Hills.

HAZZARD

Sally is the Project Manager of the Lockheed Martin IMS CALWORKS San Diego Project directing welfare to work employment activities in San Diego County. She has over 25 years of executive experience with budgets and personnel, plus line and policy management with the County of San Diego. Sally has over 15 years of training and consulting in budget, public finance, financial analysis, collaborative management, personnel, and customer service.

CANDACE J.
HEISLER

Candace served for over 25 years as an Assistant District Attorney for the City and County of San Francisco. She headed the Domestic Violence, Charging, Misdemeanor, and Preliminary Hearing Units. She has served as a trainer and consultant for a variety of federal, state, and other governmental entities, and has published numerous articles in the areas of Elder Abuse and Domestic Violence. Candace continues to teach and write for the California District Attorney’s Association as well as POST. In California, she has helped design curricula for judges, as well as curricula for law enforcement on Domestic Violence. Candace instructs Law at the University of California’s Hastings College, and is a board member for several Domestic Violence and Elder Abuse organizations at the state and national levels

Lea has been a Lab Tech for the Los Angeles Police Dept for two years. She currently works in the Serology section, processing coroners evidence, screening sexual assault kits and doing quantitative DNA analysis. She also has had some experience and knowledge with firearms. She is currently working on her BS in Microbiology from Cal Poly Pomona.

KRESSIE
JEFFERS

Kressie has been a dispatcher for the past 13 years. Her first 8 years were with the Santa Barbara Police Department, and she is currently the Lead Dispatcher with the University of California Santa Barbara Police Department. Kressie instructs for the San Diego Regional Training Center and the Department of Justice. She was part of the team of dispatchers who established the curriculum for the Sexual Assault for Dispatchers course. Kressie enjoys training and getting to know dispatchers throughout California.

Cathy is a trainer, professional speaker and author with 22 years experience in public and private sectors. She is a speaker for Career Track seminars and on the business faculty at UCSD Extension. Her specialties include stress management, presentation skills, and motivation. Prior to self-employment, Cathy worked as a supervisor and training specialist with San Diego County.

Eric Kaufmann, president in InSight Consulting, specializes in enhancing communication,collaboration, and conflict resolution skills. WILLIAM
KIDD

Bill is currently with the Sonoma County SO, having retired from the San Francisco Police Dept. after 35 years of service, where he was a founding member of the Hostage/Crisis Negotiations Team from 1974 through 2005.  A graduate of the University of San Francisco, Bill also served as an officer with the U.S. Army Military Police in Vietnam. He earned his MPA in Justice Administration from Golden Gate University. Bill has personally negotiated barricade, suicide, and hostage-taking incidents in San Francisco, and has trained police officers both domestically and overseas, under the auspices of the United States State Department.

MICHAEL
KOLB

Michael Kolb is the Executive Director of the National Public Employer Labor Relations Association (NPELRA). He has overall responsibility for the 3,000 member organization including the administrative and legislative offices in California and Washington D.C., respectively. He is the former Labor Relations Manager for the County of San Diego, California. His responsibilities included all labor relations activities for 18,000 employees comprising 24 bargaining units and eight employee organizations. Prior to joining the County in 1994, Mr. Kolb was a Labor Relations Manager with Pacific Bell for 15 years where he was involved in all phases of labor relations including collective bargaining with the Communications Workers of America, dispute resolution, and training for managers and union officers. Served on NPELRA Board of Directors from 2003-2006, is Past President of the California Public Employers Labor Relations Association (CALPELRA), is Past President of the Labor Employment Relations Association (LERA formerly IRRA) and was past Chair of the Human Resources Committee of the California Telephone Association. He received a B.A. and a teaching credential from
San Diego State University.

PAMELA
LAWSON

Pam has been with the San Diego Police Department for 9 years and has taught defensive tactics for her department and the Regional Academy since 1989. She was given an exceptional performance citation by the San Diego Police Department in 1994. She was awarded Officer of the Year by the Women’s Police Officers Association, and International Officer of the Year by the International Women’s Police Association in 1990.

LOWENBERG

Ron has been the Police Chief of Huntington Beach since 1989. He previously served with Baldwin Park Police Dept., Tustin Police Dept. and Cypress Police Dept., where he also served as Chief. He was selected as Outstanding Police Chief in California in 1985. He is a past President of Cal-Chiefs, and was a Post Commissioner for 9 years. Ron is a frequent instructor in the areas of Leadership, Management, and Supervision, and has published a number of articles for professional journals

LUSARDI

Sergeant Lusardi has been a police officer with the San Diego Police Department for 15 years. He has been assigned to the Patrol Division, the Traffic Division, the Vice Unit, the Homicide Unit, the Robbery Unit and is currently a Patrol Supervisor and a Field Training Officer supervisor. He has been an instructor for the San Diego Police Academy, the Department of Justice, POST, the California District Attorney’s Association, and the U.S. Navy.

Larry has over 20 years of experience as a consultant/trainer with special emphasis on race relations and equal opportunity/ affirmative action. He holds a Master's degree in Organizational Psychology.

MARTIN J.
MAYER

Marty serves as Legal Advisor to the California Police Chief's Association, the California State Sheriff's Association and the California Peace Officer's Association. He also served for 10 years as the State Chairman of the Police Legal Advisors' Committee for the California Peace Officer's Association. Marty lectures extensively on matters involving civil liability and law enforcement on behalf of POST, California Peace Officer's Association, California Sheriff's Association, Dept. of Justice and Americans for Effective Law Enforcement. He received his law degree from St. John's University in New York. Marty is admitted to practice law in all lower courts in the State of New York and California, the US Federal Courts, and the US Supreme Court.

DANA
McCANTS

Dana has been a deputy sheriff for over 19 years with the Los Angeles County Sheriff’s Department and is assigned as a detective to the Fraud Detail. Dana trains and speaks regularly on behalf of his department and California POST to investigators, merchants, civic groups, and department personnel and the media regarding forgery, fraud and identity theft. Dana assisted with the development of POST’s Identity Theft Investigations Course and has taught in this course since its inception. McKINNEY

Rosanna is the Operations Supervisor for the Santa Cruz Consolidated Emergency Communication Center. She has been actively involved in training since 1981. Rosanna is a graduate of the year-long POST Master Instructor Program. Her strengths lie in understanding how to actively involve students in the learning, particularly in a law enforcement environment. She teaches at her Academy as well as develops and maintains in-service training programs and public education at SCCECC.

JOHN J.
McTIGHE

John has over 38 years in public administration, including 23 years working in various positions for the County of San Diego. John retired in 2007 as the Director of General Services for the county. Prior to that assignment, he was the Finance Director of the Health and Human Services Agency; Director for Management Services of the Department of Health Services; Senior Policy Advisor to a County Supervisor, and Chief of Policy Analysis in the Office of Management and Budgets. John is currently owner and principal consultant with McTighe Associates, a local government consulting practice located in El Cajon. He earned his BA and MPA from San Diego State University, where he has been a part time instructor since 1980, teaching various subjects including Administrative Management, Management of Urban Governments and Fiscal and Budgetary Policy

ANDY
MILLS
Andy Mills is a lieutenant in the Criminal Intelligence Unit of the San Diego Police Department. Prior to that he served two tours in the Gang Unit where he implemented Intelligence Led Policing, created an in house intelligence database and managed the CalGang Database.  Mills was the 2000 recipient of the Police Executive Research Forum’s national Gary P. Hayes award for his contributions to improving the quality of police service.  Mills managed one patrol team that won the Herman Goldstein Award for Excellence in Problem-Oriented Policing and three others that were Goldstein finalists. His work in the field has been included in several publications produced by PERF and the COPS Office. Mills has published articles on police leadership, problem-solving and police ethics in Problem Solving Quarterly, Law Enforcement News and several National Institute of Justice publications. He frequently lectures at conferences and has provided training to scores of police agencies, including agencies in Washington, D.C., Houston, Chicago, Los Angeles, and Rio de Janeiro. He has also taught for the University of Delaware police leadership program.
CAROL
MOSELY

Carol has been the Coordinator of the Rape Prevention Education Program at UC Santa Barbara for the past seven years. Prior to that she worked with a community rape crisis center in Georgia and before that she managed a battered women's shelter in Washington, D.C. She is a member of the Santa Barbara County SART and has also served as an instructor in the Sexual Assault Forensic Examiner training program

MARIL
O'SHAUGHNESSY

Maril has provided trainer and organizational development consultant services to state and local governments since 1972. Maril served as Director of a Police Academy in Texas and coordinated training for the San Diego Regional Training Center. She has a Master’s degree in Human Resources Development.

DIANA
PAUL

Diana has as worked as a criminalist for the Los Angeles Police Department since 1981 in various specialty areas, including crime scene processing and firearms analysis. Diana has a BS in Biochemistry from UCLA and a MS in Criminalistics from Cal State LA.

PHYLIP
PELTIER

Phyl retired after 29 plus years of Law Enforcement in 2003. He has been an instructor in many areas since 1976, including firearms, Child Abuse Investigations, Investigation of Suspicious Burn Injuries, Interrogation Law, and Interview and Interrogation. His work in the area of Burn Investigation and re creation has been shared with professionals in all 50 states and as many as 35 countries. He is the Course Administrator of the ICI Core Course. MARK
PEREZ
Mark Perez has been in law enforcement since 1978, and is currently assigned as the Deputy Chief of Professional Standards Bureau of the Los Angeles Police Department. In addition to assignments in several patrol Divisions as a police officer, sergeant, lieutenant and captain, he has worked assignments as a Sergeant in Internal Affairs, Lieutenant in Human Resources Bureau, Commander as the Department Employee Relations Administrator, and Deputy Chief as Commanding Officer of Professional Standards Bureau.  He teaches leadership development, employee relations procedures and law, discipline theory and practice, critical thinking, performance assessment, supervisory skills, executive development, and many other topics in courses to all ranks, sworn and civilian, within LAPD.   Mark holds a master’s degree and has been teaching critical thinking at the university level since 2004.
RODGER
RUGE

Rodger graduated from Sacramento State University with a BA in Criminal Justice in 1985.  In 1986 he joined the San Rafael Police Department, where he worked in the Patrol Division and was a member of SWAT.  In 1990 he joined the Santa Rosa Police Department, where he worked as a detective in the Neighborhood Enforcement Team, focusing on street level narcotics, prostitution and gangs.  He also had assignments as a Motor Officer and Training Manager, in which capacity he was certified as an instructor in Defensive Tactics, Firearms, Driver Training, Taser and Dealling with Emotionally Distrubed Persons.  He is a MIDP Master Instructor, with a specialty in Wellness, Fitness and Stress Management, and is a certified Personal Trainer for Law Enforcement. 

Rodger retired from the Santa Rosa Police Department in 2005, and is now the owner of Ready Force, Inc, where he teaches his Ready Warrioor Life Essentials programs to emergency services personnel throught the country.  He is also the author of The Warrior's Mantra, Barricade Books Inc, which focuses on teaching the reader how to use the ancient technique of mantras or positive affirmations to condition the mind to survive critical incidents.   

RANA
SAMPSON

Rana is Chief of the University of San Diego Police Department. She is also founder of Community Policing Associates which provides technical assistance and training to police departments and communities in crime control, and in implementing community and problem oriented policing. Previously, Rana served as a National Institute of Justice Fellow, a White House Fellow, and was on the Police Executive Research Forum, a national police think tank. She is recognized nationwide as an expert on community oriented policing.

STEPHANIE
SAVRNOCH

Stephanie received her B. A. in Psychology from the University of California Santa Barbara in 1988, and a J. D. from Santa Clara University in 1992. She has been with the Fresno County District Attorney’s Office for the past 10 years. Since 1998, she has been assigned a grant position to prosecute the most serious Domestic Violence cases, involving stabbings, shootings, or broken bones, in the city of Fresno.

JIM
STEWART

Jim is a detective with the San Diego Police Department. He is currently assigned as the Central Division Auto Theft Detective. Jim has 27 years experience in law enforcement, 21 years with the SDPD. He has been assigned as a detective for 15 years. Jim has been an instructor with the ICI core course since 1994. Jim is also an instructor in the ICI burglary course. He is a graduate of National University, holding a BS degree. Jim has completed the ICI course with a specialty in homicide investigations.

GLENN
SYLVESTER

SGT Glenn Sylvester has been with law enforcement since 1975 and is presently assigned to the Investigations Bureau of the San Francisco Police Department as a computer forensic analyst. He is a graduate of POST’s Master Instructor Development Program (Class 10) developing curriculum in the area of High Tech Crime. He also holds certification from POST’s ICI with a discipline in computer crimes. Glenn has taught on a local / national basis and remains active in the teaching and development of the Identity Theft curriculum through the San Jose Administration of Justice Bureau and the San Diego Regional Training Center. Glenn is also a mentor for candidates of both ICI and MIDP programs.

CHUCK
THOMAS

Chuck began his career in law enforcement in 1980. He is currently a captain with the Huntington Beach Police Department. He is a graduate of the FBI National Academy and the POST Command College. He has been an instructor of leadership, managing internal affairs issues, sex crimes and patrol operations.

CAROL
ARNETT THOMPSON

Carol has 18 years experience working and training in the field of Domestic Violence. Carol is currently a Victim’s Advocate for the Boulder Colorado Sheriff’s Department and an Instructor for the Colorado Regional Policing Institute. Previously, she served as the Executive Director of the Los Angeles County Domestic Violence Council, a private-public sector coordinating organization that includes 24 shelters and numerous law enforcement and criminal justice agencies. Carol began her work in the field of DV working in a shelter where she provided community education, outreach services, and direct service with victims, children, and abusers. Carol has worked with POST for over 10 years as a subject matter expert.

MICHELE
THOMPSON

Michele is the Executive Director for the Regional Training Center. She has been in the training field for over 20 years. Her experience includes training and management in local and Federal Government, and in the private sector. She specializes in developing and delivering training sessions in leadership, supervision, communication, customer service and presentation skills.

JIM
TUCKER

Jim is a Professor in the Journalism Department at California State University, Fresno. Before joining the CSUF faculty in 1968, Jim was a member of the journalism faculty at the University of Iowa. His background also includes experience as an English high school teacher, newspaper reporter, broadcast newsman, magazine editor, and freelance writer. A specialist in the teaching of language, writing and editing, Jim has conducted hundreds of seminars for government and private industry during the past 20 years

PAUL
VERNON

Paul Vernon joined the Los Angeles Police Department in 1988.  He's had assignments in the patrol, training, Internal Affairs and gang enforcement. From 2005 to 2007, he was the spokesperson for the LAPD.  He is currently head of detectives for the downtown police station near LA's skidrow.   Over the years, Paul has designed courses in Internal Affairs, ethics, gangs and media relations.  He is a graduate of the National Academy, Session 204, and he's an instructor for the POST West Point Leadership course.

VERNON
WALLACE

Vern retired as a Lieutenant from the Sacramento County Sheriff's Department in 2004 with 32 years of service. He was the Assistant Division Commander for the North Central Division. Prior to his promotion he was the sergeant in charge of the Financial Crimes Bureau. The Bureau consisted of (6) six financial crime investigators, (2) real estate fraud investigators, (1) one metal theft investigator and an investigator assigned to the Department of Public Works.

Vern was one of the developers of and is an instructor for the POST Identity Theft Investigation class. He also instructs in the POST Robbery and Burglary classes. He has taught at the Sacramento Sheriff's Dept Basic Recruit Academy, and its Advanced Officer Training. He has also provided fraud training at seminars and conferences to the California Credit Union League, California Independent Grocers Association, Legal Recovery Services, financial institutions and major (and minor) retail establishments. He has done public awareness spots for radio, television and the print media.

Vern is a Certified Fraud Specialist, the Legislative Chair for the California Financial Crimes Investigators Association, and a past member of DMV'S Anti-Fraud Task Force.

TOM
WALSH

Tom is a Sergeant/Inspector with the San Francisco Police Dept. During his 21 years, Tom has worked assignments in patrol, domestic violence, and homicide. He has been an instructor at the San Francisco Police Academy, and both the National and State District Attorney’s associations. His recent training efforts include the development and production of the POST Domestic Violence Telecourse, Domestic Violence First Responder, and Investigation Courses.

MARGARET M.
WHELAN

Margaret is a Forensic Nurse Specialist whose practice focuses on providing education and consultation services to law enforcement, criminal justice, and health care professionals. Margaret earned her B. S. in Nursing as well as her Public Health Certificate a the University of San Diego in 1988. Since 1993, she has specialized in forensic nursing, working closely with law enforcement and criminal justice personnel in the medico legal evaluation of victims of interpersonal violence. Margaret was graduated from the Master Instructor Development Program.

WILCOX

Elaine has been employed by the City of Poway for 10 years and is presently Executive Assistant to the City Manager. She has a Bachelor of Science degree from West Texas A&M University in Canyon, Texas and has taught classes in office occupations for over 20 years

WORDEN

Dave recently retired from the San Diego Community College Police Department where he had been Chief of Police for eight and a half years. Prior to that, he was with the San Diego Police Department for 37 years retiring as Assistant Chief of Police. He is presently involved with community non-profit organizations and has been associated with the Management Course for the last decade. He holds a bachelor's degree in public administration

RUTH
YOUNG

A graduate of McGeorge Law School, Ruth has been a prosecutor since 1987 and works for the Sacramento County District Attorney’s Office. Throughout her career, Ruth has specialized in prosecuting adult and child Sexual Assault cases. She has taught in the areas of Sexual Assault, Child Abuse, Courtroom Testimony, Expert Witnesses, and Trial Advocacy for various organizations, including the CDAA, NDAA, UC Davis Medical Training Center, San Jose State University Bureau of Criminal Justice, and San Diego Regional Training Center, as well as various law enforcement academies throughout California.

THOMAS
ZOLL

Tom Zoll began his Law Enforcement career in 1972 when he joined the San Diego Sheriff’s Department as a Deputy Sheriff. He worked a variety of assignments and was promoted through the ranks to Assistant Sheriff. His last assignment was to oversee Law Enforcement Services for the Sheriff. In October of 2003 he left the Sheriff’s Department to become the Chief of Police for the City of Carlsbad. Chief Zoll has a MA in Organizational Management and a BA in Public Administration. He is a graduate of the FBI National Academy, the Senior Management Institute of Police and the Southwest Command College.
